i hav NOT been in this situation b4 soooooooo i dont hav 1st hand xperience BUT i will agree with yosei and wings...she shud just tell him but go about it in a kind way my guess is that she still wants 2 b frends with him...just not bf+gf but still frends

Well, have you tried to be flat-out with him? Just tell him you don't feel the same way, no matter what signals you're sending. You must be direct with men! We don't know when to quit when it comes to girls! Lol.
But, seriously. Be truthful to him. Words can speak just as loud as actions if you use the right ones.
