Yes. The 'pictures' section of AnimePaper used to be called 'Scans', but they've changed the title- however, the same rules apply. Scans are official and can be used in your wallpapers or cards.
However, steer clear from sites like Zerochan and Pixiv, because these are sites that mainly feature artwork by unofficial artists, and are not permitted on most sites (including this one), without the express permission of the artist themselves.
AnimePaper requires users to have 'papers', the currency of the site, to download scans. If you don't have enough papers, you can't download scans (you gain this by commenting on gallery items and submitting wallpapers), but vectors are free. If you have a difficult time getting papers, you can always go to [Minitokyo] instead (MT has official scans as well). They used to have a similar set up, but now, downloads are free for all members and non-members.
