I always add an inch around where you traced on the paper, then cut around the new line, and then put it on top of the fabric. Use some pins to pin it down, or get some chalk (it's really cheap to get a package of the regular white ones) and trace over the paper, then cut it. You can cut it freehand with the paper on top, but chalk gives you more control.
I can draw a little tutorial this weekend, if you want. I need an excuse to draw, anyways.
I think I kind of get what you're saying about the t-shirt thing. But only kind of. How do you align the fabric to the paper so that you can see the pattern through the fabric when you cut out the fabric? Did that question even make sense?

As far as your pattern goes, I have a suggestion: get a lot of really big paper, tape it together, and then fold it so you can put a well-fitting tshirt on top. Trace the shirt, and then draw arm holes and cut it out. Make the neck as deep as you want, and then add the furry stuff yto your liking. Use a sewing machine if you have one to sew all the seams like a normal shirt, and voila! Instant vest :) I can maybe write a more detailed tutorial with little doodly pictures if I didn't do a good-enough job here.
