Oh man I'm so sorry. I type literally EVERYthing on my Blackberry's tiny TINY keyboard. Its a pain in the arse if you don't mind my say so. I sincerely hope you get your computer fixed soon. As Emmz-chan said, for graphics/editing/resizing art Adobe Photoshop is great. CS5 and cs6 have portable versions. And you can possibly find a small net book for a decent price. Really you have to do your research and shop around.

Sorry to hear about your computer :(
The laptop I have is a Gateway with 8GB of RAM and a 1TB harddrive with a 18 inch screen and it's run Photoshop CS6 64 bit pretty good. I also don't clog up my computer with a lot of stuff like photos, videos, programs or anything. All of that are on 1TB external harddrives xD
But yeah something with a lot of RAM & memory will work for what you need it to do
I'm so sorry that happened! That sucks, I really hope you can at least recover the hard drive. I know there's stuff on there you want/need.
The HP Pavilion is what I got, and it's got plenty of RAM for MangaStudio. The 64 bit version of Photoshop is a little slow, but it'll run the 34 bit version no problem. The screen I have was purchased separately, but it has a nice color profile and is pretty true-to-print, even without proper calibration to my printer. (But I'm not sure that really applies to either one of us.)
Basically, anything with enough RAM and memory is a good computer for an artist. Pretty much everything is modern enough to accommodate any and all art software, but the new stuff might not come with old promo software you may or may not use. (verbose way of saying all those old-timey cutesy programs won't come preinstalled)
I can ask my dad for a recommendation, given he's a tech wiz, and see what I can come up with for a variety of price ranges.
