I burn like crazy too! I've tried every type of sunblock out there - the only thing that I really trust is Neutrogena's Sport spray-on SPF 100+. I used it when I went kayaking in Florida and even though I was in and out of the water and in the sun all day, I didn't burn! Normally, I get burnt even in long sleeves! They also make a really great oil-free face lotion.
Unfortunately, I forgot to put it on today when I was working on the farm and now I look like a lobster.
It might have been because you didn't have protection on for both spectrums. They say you have to have both UVA and UVB protection these days. I just thought about that. *shrug*

It's okay, I too am a non-albino albino. I burn very easily, even with sunblock on.
