Writing good headlines is tougher than people probably think it is. I was sports editor at my college's student newspaper, so I had a bit of leeway in terms of headline creativity, and it was still maddening at times to get something that represented the story, was snappy and fit in the space all at the same time, haha.

Titles/headlines are always hard. Whenever I have to write a paper, I make sure the title is either relevant and/or interesting. Helps a lot, really.
Anyway... nice guide! Some of it seems like common sense, but other things (like most news nuggets being about three sentences) are good to know.
