I see your point, but I have this theory that if art from all sorts of people (old artists and new ones) isn't critiqued, its owner thinks it's perfect. Which is especially true for the youngsters. If their art only gets compliments they'll think it's so great and they continue like that.
I'll be bitchy and say that I'd rather them get mad not post anything than posting ugly things ^^;

Sometimes, I think the lack of critique can be a good thing for beginning artists. Beginning artists are usually a) stubborn or b) shy about their art; the stubborn people will get mad at critiques, and the shy people will feel discouraged and get nervous about posting art. (I hope that makes sense. xD;)
So unless the artists request them, I think people should be a little cautious about sending critiques.
But yeah... I think the older artists should encourage critiquing, because they're not as scared of critiques as beginning artists.
