That's a great idea, but I think I'd make a sister world for it instead. I don't want guests posts burying or overcrowding the tutorials over time. There was a Critique central at one point someone else made, but it died out. It included wallpaper and ecard critiques though. I would want it to be entirely drawing based.
It's not a bad idea, but definitely make sure the person you critique is okay with being critiqued first! *-*/ A lot of people are uncomfortable with critique, even if the critique isn't harsh or rude. And if you pick works to critique without asking beforehand, the artist might feel like their art must have been "bad" so they got "chosen" for critique... which could make the artist upset.
Anyway, I'd say either ask permission before you post a critique or have artists themselves post to the world to be critiqued. :) Sharing tutorials seems like a good idea!
And yes, maybe asking first would be best >.< Also, I won't be "harsh" so to say. Like I wont be "that's atrocious!!!" It will be along the lines of "That pose looks uncomfortable, maybe [insert suggestion]..." or "The hands look a little awkward, here are some good tutorials to help..." unless that's still considered rude or harsh...

You mean critiques on artwork from people from theO? Personally I would find that interesting and wouldn't mind if you pointed out my mistakes (if you weren't too harsh haha), but in general I think it would be good to ask the artist whenever you plan to do it to see if they approve.
It could be helpful for everyone :)

@HametsuKuro:
Yes, that way should be okay ^^ You can notice if someone wanted to give constructive criticism or just insult
