This is my reasoning for mutant existence in this dimension. It makes it a little less random but I like it.
In ages past mankind had marveled at the stars not knowing what they were. Then after centuries they did and studied them even more. Even though our eyes see them as they always did, a few astronomers could see that the heavens were changing at a harmful rate. So with the power of the subconscious mind, humanity started to rewrite the next generations to combat the obviously powerful force that was harming the skies, if it ever came to our planet.
This brought forth level one and two mutants births across the globe. These are usually the children of astronomers and stargazers. These children would later have children of their own, being higher levels, 3 through 5. There is not level max but the strongest are about 14 or 15.
Yes this has a long-term story line that includes aliens but that is not for a while. I would say at least third season if this was a show. Though I have enough stuff to keep it from that until like six season. Have fun looking at all the powers and groups.
