An anime filler? To be honest I'm not sure I've seen one. Oh wait I guess I have sort of.
I remember in Shugo Chara Doki! they had a filler plot that annoyed the bloody crap out of me. They kept going away from the original story and added unneeded characters which was also annoying. I didn't care for how it was always up to Amu to save the day and I know her turning into Amulet Heart almost every episode bugged the crap out of me.
Don't get me wrong I liked Shugo Chara Doki but I didn't care for Lulu and her mystery eggs that made people crazy.
Also didn't like Shugo Chara Party. Tried watching it but the live action stuff ruined it for me. Also I didn't like Rikka or Hikaru. They were too spoiled and Mary Sueish for me. Also I wish Shugo Chara had an actual 4th season with a good story and plot. A lot happens when you go to middle school. There's a story there for Amu and her friends.
Is this an alright answer? Fillers are annoying I think. They take away from the story.

Yes, a lot of my friends watched Bleach and each one of them liked the fillers except a few. There was this filler that many of my friends liked and it contained the character "Muramasa".

Clip shows are obviously annoying, as are story arcs that try too hard to be funny. Despite that, there actually are some good fillers out there. But only when they don't FEEL like filler.
What actually inspired this question was a scene from the Death Note anime. There was almost no filler in Death Note, but when I read the manga after watching the anime, I was surprised that it didn't have that scene with Light and L on the rooftop in the rain. It was such a memorable scene. And it was filler!
Just the other day, I was watching Azumanga Daioh, a lighthearted shoujo anime based on a series of four-panel comics. I had finished the manga before the anime, so when I got to a later episode in the anime, I was surprised at how dark it felt. I didn't remember anything from the manga about school girls and their teachers reflecting on what it means to grow up. Yes, the episode had humorous moments, but it wasn't as upbeat as the other episodes that I had seen.
Don't laugh at me for the last example that I'm about to give. I kind of liked this one filler arc in Naruto Shippuden. Yes, the vast majority of Naruto filler is awful. However, I liked the arc about the three-tailed turtle that they tried to weave in with the manga storyline. I didn't love it; the comic relief moments were weak, and they played this one flashback scene WAY too many times. Still, a few of the filler characters were actually developed pretty well, and the fact that it had some plot points from the manga scattered in there helped, too. I'd say it was one of the best filler arcs in either one of the Naruto series. Then again, there wasn't a lot of competition for the title of "best".

Yeah the most fillers I've seen are in bleach, some were good and some were just annoying, and I that i recall One piece is the anime with the most fillers!! And not getting to the ending, sometimes its really annoying..but both are good animes so...
Ah, and my personal answer for this question would definitely have to be Bleach.
Even if watched fillers before I even knew about them (like from Dragon Ball Z) the most annoying ones were from Bleach for me, because they literally made about 40% of total episodes. There were some good ones, sure, but half the time they tried too much with pleasing the fans, making dynamic storyline and in the end not making a whole lot of sense at all. Still they were also fun to watch. :)
An anime filler is like a filler in general and in this case it would be a scene or an episode (usually this one) that was added to fill the gap between time production and the actual run of manga, light novel and such.
They are mostly seen in longer series who usually have 100+ episodes, but can also be present in some other, shorter ones.
Sometimes fillers can be intentional, usually when an anime director feels like he needs to put emphasis on certain scenes or make them his own way, though that can either result well or opposite among fans.
