Why top 21? Because I like to go one step beyond because there was character on here I just couldn't leave off.

21. Czeslaw Meyer (Baccano!)
Just a sweet little kid... or is he? Having been tortured for most of your 300 years alive kinda makes you closed off. The combination of his distrustful introversion and his childish emotions lands him the spot for 21. c:
20. Daru (Steins;Gate)
Kudos to the one character from Steins;Gate for making it onto this list. The development with this character is unexpected and a little surprising, but makes perfect sense after the fact. Being able to show a sweeter side to his usual perverted (and hilarious) nature adds to his lovableness.
19. Max Major (Hellsing Ultimate)
I've always loved what I'm going to start calling a Drosselmeyer-type character (reference to Princess Tutu), the type of character who'll pull in a few strings and then sit back and enjoy the show. However, the Major (Haha... oh, come on, you know it would have been a crime if I didn't include a pun somewhere) is that he enjoys the show of what is probably the largest war to have ever met London, leaving 4 million, as well as most of the characters, dead. He, in a way, even meets his end goal of defeating Alucard (remember, defeat - not "kill", necessarily.) His pure mania and sadistic nature draw to me to him for some strange reason .-.
18. Tsukasa (.hack//SIGN)
Closed off and cold, his enclosure inside himself leaved me cheering whenever he would allow someone to talk to him. Add in a subtle yet powerful backstory makes this dude just someone I love. =w=
17. Enma Ai (Jijoku Shoujo)
Beautiful childhood tragedy met with a beautiful, emotionless calmness, Enma Ai is a great of example of subtle, yet beautiful, tragedy.
16. Lelouch Lamperouge (Code Geass)
Yeah, I probably slaughtered the spelling of his name, but eh. Lelouch's intelligence and drive to do great things, with the sometimes tragic results, Lelouch's emotions throughout this anime is a great foil to those of Light's in Death Note.
15. Alois Trancy (Kuroshitsuji)
*hides from the flying bullets* Hey, hey, let me explain >.<
Alois, I'll admit, can be a whiny brat... but after the crap that he's gone through in the past life, frankly I don't blame him. Horrible tragedy meets sadistic cruelty in this character, and, well.... I like it.
14. Professor Stein (Soul Eater)
Quirky experiments on himself as well as others, a bolt in his head, stitches everywhere and a true devotion to his students are the nuts and bolts (no pun intended) that make up Professor Stein. Not to mention those moments in which he was swallowed up by madness adding a great, yet more subtle, development to him.
13. Mello (Death Note)
The epitome of angry desperation, Mello's entire goal isn't necessarily to capture Kira, it is to prove that he at least matches, if not beats, Near in ability level. He died fighting to prove himself, and his death would not be in vain. His actions matching with his intentions make him another favorite character of mine.
12. Alexander Anderson (Hellsing Ultimate)
If you know me well, you'll know that I'm deeply interested in controversy in what it means to serve God. How Alexander treats both his power and his duty with humility, acting as a foil to Maxwell, deeply adds to his character, especially near the end when he becomes a pure weapon of God and sacrifices himself in order to try and kill Alucard. His attitude towards God and religion is the epitome of what I like to see in a character regarding religion.
11. Lucy (Elfen Lied)
Pure tragedy. That's why I love this character (or maybe I love her backstory more than anything). The development of this character is pretty much the equivalent of pure emotional pain, and trying to overcome it, and that's why I love this character.
