You won't have to worry about that. Since he has to know the persons fear to cause fear, it is easy negated. He also has to have full eye contact. I understand what you mean, but I'll make sure he doesn't go postal or anything like that...and I'll make sure he doesn't become a Leon(power hungry, genocidal, psychopath, etc)
Yes, but as people can be changed with age, the storyline may move on and change Bason into something he might become without your insight. I'm not saying that is going to happen, but it's less than 21%. I'm just worried about power limits. People have (as you might know :3) a superb sub-conscious that is crazy and hunry for power and fullfilment. You might not notice the change.

Not completely. Where some may see it as that, the method of causing fear in enemies has been a common tactic for centuries. It can be used for creating quick escapes, lowering enemy morale, and interrogation among other uses. While it can, depending on its use, be abusive, it really depends on the user. I designed Bason to be a sort of hit and run "tank" character, so being able to use fear is useful at times of quick stealth fights. Of course, I also have him as kind of an anti-hero while the others will probably follow hero/heroine traits. I wanted someone who wasn't afraid to do whatever it took to achieve his goal.
