I do remember battling them to get Lugia to appear...I completely forget what they did at Whirl Islands though. I guess they all hitched a ride on the one girl's Vaporeon or something.
From what I've read I think it does. Though I'm not 100% sure.
Then I think after you beat the final gym you go back to battle them in the Ecruteak Dance Theater and then they give you the other item needed to summon Ho-Oh/Lugia.
Yeah, now that I think about it, Lance does hand out Whirlpool.
So from what I've read about HeartGold and SoulSilver, those Kinono Girls from Ecruteak City play some sort of role in summoning Ho-Oh/Lugia depending on the version, and that you run into them in various parts of the game. You've encountered two so far, right?
If there's one thing this playthrough has taught me, it's to RESEARCH. And RESEARCH WELL. (headdesk) I initially thought that you did need Whirlpool, but it'd been so long since I played the game, and then I misread Serebii.net's information...it was just all a big mess ^^; Yeah, my brother nicknamed him for me. I'm pretty sure Waterfall is the HM you get in the Ice Path, and Lance gives you Whirlpool.

Your alternative title had me a little worried.
So I'm guessing you had your brother nickname your new Horsea for you. But yeah, I was kinda wondering why you were going to wait so long to add a water Pokemon to your team. I mean you need Whirlpool to get into the Whirl Islands (as you well now know). And you don't get that HM until you get to the Ice Path (or do you get that from Lance? I don't remember).
