Bare in mind that the type changes don't apply to the entire species of each Pokemon revealed to have an Alolan form. It's not like they're reinventing each of these Pokemon. I'm sure that it'll be possible to trade or transfer over the classic Fire-Type Vulpix or the classic Raichu over to the Sun and Moon games. From a strategic standpoint, it's just a way for players to mix things up a bit. For instance if an opponent says that he or she is going to use a Marowak, you won't know for sure if it'll be the classic Ground-Type Marowak or the new Fire/Ghost variation.
Anyway, I think that the only legitimate way to get the Surfing Pikachu in Pokemon Yellow was through one of the early versions of Pokemon Colosseum. Of course once a friend of mine borrowed my Yellow Version for a few days and used his Game Shark to gain access to the Surfing Pikachu. I even played that Surfing Pikachu mini game that Pokemon Yellow had before resetting it.
Not sure how I feel about all these type changes...
Anyway, I'm guessing that the Raichu was inspired by the surfing Pikachu. I bet that there will be some compatibility with the re-release of the Gen I games. After all, the Pikachu in Yellow could use Surf under some circumstances. I forget exactly what those circumstances were, though.
