The simplest explanation I can give is that an Ultra Beast is a type of Pokemon from another dimension. Or at least they seem to be Pokemon. They can be captured in Pokeballs, but most normal Pokeballs are ineffective against them. A Master Ball or a special Pokeball known as a Beast Ball is usually needed. If that explanation isn't good enough for you, than maybe this article from Bulbapedia can help to clarify things.
I will admit that they are a very strange type of Pokemon, especially the two newly revealed Ultra Beasts in Ultra Sun and Ultra Moon. I find them a little reminiscent of the angels from Neon Genesis Evangelion.
