Well, first we had just a year it would premiere, but it didn't premiere then. After that, we had a specific season, but it didn't premiere then. Now that we have an exact date, I'm more likely to believe it'll premiere. But I could be wrong.

Plus I'm sure it'll get an outrageously overpriced blu-ray release from Aniplex.

Yes! FINALLY!! I just hope we don't have to wait ten thousand years for a statewide release as well. I am seriously hoping this will be good.

The logic behind your reasoning seems sound, so the movie may indeed premiere on August 28th. Having a specific date does make a difference.
Still, I can't help but remain skeptical. I also can't help but wonder what's going on with the production of that movie to cause so many delays.
