Yep. That's our lover boy, Genji. This was released in 1987. (sub version in '95)

My friend told me about this version, she almost literately had no words to describe the art work.

It looks like a Genji Monogatari anime....I know there's a newish onneee (that's not that good), but I'm definitely sure this is not it! XD
Holy crapp! I love that art! If I knew what it was I'd totally watch it...
