i dont think it was locked.. i dont touch that button.. XD
*tried it* even if it's locked, it wont show the hand tool but the stop mark *circle with slash* and a message will pop up that the layer is locked.. while in that case where the hand tool showed up, i can touch the picture like im doing something on it but i cant see the effect.. i wouldnt mind if the brush tool is showing the hand tool but still works as a brush tool but it's not.. same goes for the other tools who have been victimized by this weird hand tool.. i dont even use the hand tool.. o.o" it's haunting me.. XD
