That's really a shame :/ I think it would have been a fun series to watch as a kid. I think they overreacted, but considering the times I can't really blame them.
According to the story the creator behind Constant Payne was originally a writer for the Angry Beavers before spearing his own project but due to the 9/11 attacks the idea of putting on such a violent show seemed inappropriate. Afterwards he went on to write for videogames including League of Legends, Black Ops 2 & Skullgirls. His name "Micah Wright". He's also the writer of comic series Stormwatch: Team Achilles.
Really, they could've just launched the series a few years later and it wouldn't have seemed insensitive. In fact I'd be willing to bet that that was the plan, but the creators moved on to other projects. It's unfortunate because I kept catching myself thinking, "Oh boy, I can't wait what happens next in Constant Payne" and then remembering, "Oh yeah, it was cancelled."
9/11 disaster. The fact that it was about catching terrorists and featured scenes of aircraft crashing into buildings didn't sit well with the mind set of Americans. To give you an idea of the level of absurdity, the Pokemon episode "Tower of Terror" was removed from TV despite having no connection to the attack.

Forgive me for being historically unaware. What events made #3 bad timing? Because you're right. This seems to have been the only one with potential.
