When you use game logic there's no time to speak of so you can train a Pokemon and leave it for 10 years and it will still be the same Pokemon and you'll still be the same trainer, of course that may explain why Ash never ages, I call it the Simpsons effect when they never age. (Come on he's meant to be the same age as Gary and he looks like a mid-teen now, poor Ash hasn't looked any older than 12)
I will go into more detail on Pikachu when he comes up on my Walk of Fame feature.
It doesn't learn any moves by leveling up after it evolves into Raichu. And going off the theory that it got knocked down in level by the severe damage it took over the years, it just learned Electro Ball in Unova, which makes it around level 18-ish. If it were to evolve into Raichu before reaching level 50 (which yes, it would never do), it wouldn't be able to learn Thunder unless by TM.
I do agree they wouldn't want a Movie 1 repeat.
If you mean the 20-something year old Puka, it could've just been that it had no energy to use attacks. That wave sensing ability could come from the fact that he surfed with Victor for 20 years and just developed it because of all the surf time.
I'm not sure I understand what you mean about how age isn't affected by Game Logic. Age is nonexistent in the game, in a manner of speaking, except for game-to-game timeskips like between Black/White and Black/White 2. Ash has been on his journey for like 10 years and is still 4'11", the default height for all game playable characters. He's shown no aging at all, other than some mental development (which he seemed to lose when he came to Unova). So is Pikachu the enigma, or is Ash?

5- Yes, the constant battering by Legendaries would cause some serious damage. But he would still require a Thunderstone for evolution, no matter what level he reaches, as seen with Red's Pikachu from the games, coined the strongest Pokemon by some, which is at level 88.
The same thing could've been said for Ash in the first Pokemon Movie, and yet he was revived by Pikachu's tears. I've got no doubts that if Pikachu was in danger of dying, the reverse would occur. Cheesy, yes.

I mean you try battling having fought a Legendary then suddenly be struck by another Legendary upon arriving in Unova.
I do feel bad for Pikachu though, as much as he likes Ash he's probably not going to live that long if he keeps going.

Playing off the anime's rules that you've gotta be 10 to be a Pokemon Trainer, she's actually a good mix of mature and goofy for her age. And where she lacks goofiness on her own is supplied by Pachirisu and Piplup.
Poor Brock... they really have been trolling him. The man's awesome with Pokemon, little kids, and food, and his tendency to flirt with every girl onscreen is only slightly misplaced. I say slightly in the fact that he'll barely (if not at all) know the girl and proceed to flirt with her anyways.

YES! I completely agree with 1-4.
