I am familiar with more of the characters on this list than the female list.
A comment on Sasuke: Shippuuden is what really wrecked his character. He could still have been redeemed by the end of the original series.
I don't quite get why Chris was #3? He was kind of a bland and pointless character, but (as far as I remember) a fairly harmless one, too.
