fandom is basically a community made up of fans for movies,tv,artists,anime,books etc.
you can look up on more info on wikipedia or the urban dictionary
For learning how to draw anime you can always look at How to draw anime/manga books most books about them these days tells you want kind of tools you need
I don't know how to make wallpapers but as for ecards you just take an image and redesign it with a program like Paint, Gimp or Photoshop
you make get GIMP for free somewhere

for question one; its called a graphics tablet. its a computer input device that allows you to hand draw images and graphics. I use a wacom bamboo tablet
to me it makes it much easier to draw on computer than with a mouse
question 5; kawaii means cute and baka means stupid or idiot in Japanese
question 6; there are several softwares you can use but there all pretty pricey. I use Manga Studio for my fan art
