To be fair, Seitokai no Ichizon eases up on the stupid references after the first couple episodes. There are still a few here and there where you can tell they're trying too hard but occasionally there's also a more subtle one that's actually amusing. Still, most of its appeal lies in the moeness of the characters and the humor tends to be second rate. Though ep8 did manage to make me laugh more than anything else this season short of Sasameki Koto.
I haven't seen as much of Kimi ni Todoke yet but I'd agree with putting Sasameki Koto over it. I've been absolutely loving every episode of Sasameki Koto.
Letter Bee is actually at the top of my list this season because I totally eat up that kind of fantasy setting. It may be slow now but Kemono no Souja Erin also started out slow and it ended up being a fantastic show. I'm greatly anticipating where Letter Bee goes.
And I dunno if you're into the non-magical variety of shoujo anime, but Yumeiro Patissiere is turning out to be a lot of fun. For me, it's been filling the gap where Shugo Chara! Party! failed. Check it out if you're interested.

Seitokai no Ichizon's first episode is full of stupid "let's make a lot of references that we'll pretend are jokes but aren't really jokes because we're just mentioning the series!" jokes that I hate.
Yeah, Seitokai was relying too heavily on the references. References aren't bad, but to use them as the complete basis of your jokes is made of fail. Hayate makes references jokes, but it doesn't rely on them all the time.

This is true. I will gladly take back my pacing criticisms if Letter Bee ends up being even half as great as Erin.
