Does this count? Cloud never answering his cell phone is used as an illustration of how he runs away from his problems instead of facing them, and his detachment from the people around him.

Kodomo no Jikan
Rin using her cell phone to send Mimi pictures and video of Aoki screwing up and being dumb contributes to Mimi coming back to school after the trauma she experienced with the class's previous teacher. Later, Renji taking away Rin's cell phone is kind of a big deal that I don't want to talk too much about due to spoilers.

Alos, Dennou Coil would probably count. Haven't seen the whole series, but it seems to take place in a world where the internet almost exists physically.

I don't know if it's in the show enough, but Lucky Star has bits with Konata doing online gaming and running into her teacher there too. :p
