In the classic series, the Master did whatever he had to to survive, either by searching for mythical powers that could sustain him or stealing another's body (like in The Keeper of Traken, which led to Anthony Ainley playing the Master through the 80s).
Something the TV Movie didn't really explain but was covered in the novelization was the Master had bonded himself to a shapeshifting creature before the Daleks exterminated him, which is how he was able to come back and take over Bruce the paramedic, but he killed the guy by doing that so he needed to steal the Doctor's remaining lives before Bruce's body decayed.

Ah yes, the TV movie. A plot with more holes than swiss cheese, but Paul was able to rise above it and give us an excellent Doctor.
Now for the questions.
1) Unknown. Russel T Davies wanted a clean start with the new series to bring in new fans without burdening them with continuity overload (which the movie had a lot of). The most popular idea is that Eight fought in the war and regenerated at the end into Nine.
2)Yeah, I loved the gothic TARDIS of the TV movie.
3)In The Sound of Drums, the Master says the Time Lords "resurrected" him to fight in the Time War. One theory is that by that time, the Time Lords had developed the ability to restore dead Time Lords and give them new regenerations. This could also explain Rassilon in The End of Time.
4) In the mythology of the series, Time Lords were meant only to have 13 lives. But after the Time War, that may no longer be the case, especially if they can bring back someone like the Master and give him new lives. For now, its wide open as the new series has not explicitly stated the 13 lives limit.
5) I'm surprised how calm I am compared to the end of Utopia. But yeah, I can't wait either. ^^ I'm also eager for the new season of Sarah Jane Adventures and the episodes that Matt will guest start in. :D
Thank god for writers trying to find loopholes. The movie kept me entertained just because i was trying to figure out everything. I'm still confused about the master. I get that he steals life but how can you take the lives of time lords when there are no more time lords.

Here's my thoughts:
0. That movie, yes, isn't the best, but I get enjoyment from it.
1. I want to say the 8th Doctor. Maybe he died and regenerated into 9 because of that. :V (Or maybe it was both.)

3. He steals lives from people, doesn't he? That was the whole point of the movie was him wanting the Doctor's lives. It doesn't surprise me if he's nabbed others.
4. Also an answer to 3: You can probably bet the Moffman is writing a way out of that.
