No not slaves exactly, more like zombies as the picture said. According to some articles floating around clefairy's are indeed from space like you said. However, they carry a spore from their "home world" that attach to the paras. It grows into the mushroom and then when they evolve, the mushroom then takes over. So if you wanted real life comparison, think of it as the parasitic fungi that for lack of a better word "controls" ants. I'v found a nice video explaining this process if you're interested "Zombie ant"
From what I've read, the relationship between parasect and the fungus is very similar to the ant/fungus relationship as shown in the video. However, the fungus never kills parasect. It just "thinks" for it because killing is frowned upon in a children's game. With that being said, it's not clefairy's slave but a slave to the fungus. Clefairy only spread the spores they don't actually mean to infect things. The spores are simply foreign to paras' body. That's what I've gathered from it anyway ^^ if you like I'll try and dig up the articles I originally read this from.

Wait, so... would that mean that the Parasect are slaves of the Clefairy?
And Clefairy are said to be from space, so..... that's a little unsettling.
