You probably have to create a new "WaterCol" brush, call it Blur, and adjust to the default settings referred to here or here.
Maybe that helps? ^^'

do you have a full version of Sai? the blending tool should be on it, unless it has bugs cause for me I'm missing the brush tool. :/
