Literally, it says "Stefan of College" or "College's Stefan". "ステフの大学" would be "Stefan's college". The "の" adds possession to the noun it comes after, or allows the first noun to modify the second noun. Often times it's translated as "noun 2 of noun 1", like how ”ほしのカービー" (hoshi no kirby) is "Kirby of the Stars".
大学のステフ probably isn't really the best translation of "college Stefan", though. :M Who knows!
