Actually, it'd be read a story in the news! Since she read the story prior to watching the weather channel on TV, it'd be in past tense. Unless I'm wrong?
Finally I understand! If it was only this simple in English class... i used to play it by ear, whether it sounds right or not, based on previous readings; this places more logic in it. Good work, and thanks.

Haha, I can't get the Latin tense terminology out of my head about imperfect, perfect, pluperfect and all that jazz in between.
