Remember that in this Nursery Rhyme, we are asking Mary how her garden grows... Those maids doesn't mean that they are helping to tend the garden... they are one of the things used to make the garden grow...
If you read the lines more carefully, you'll get the freaky meaning behind her beautiful garden... and what kind of nourishment do the plants get from. Those maids in the drawing are not the maids themselves... it is their graves.
