Fun-chan:Clouds vary in size and shape so when creating the basic shape just scribble and keep it an irregular shape. it really helps to look at pictures of clouds and seeing how they're shaped.

Me:You can blend and vary the shape with the smudge tool (refer to the image to see it selected).I used lighten to pull down some color and make the borders not so hard .
