Even though this is a challenge about night, I had the irresistible urge to put rain somewhere in there. I have used the scan as a whole which probably cuts some points but I've changed it's opacity, fill, blend mode, levels and added two actions to it to get my desired look. And, don't forget the rain!

So, I hope that it qualifies for the challenge. Even though I don't think it'll win me this challenge, but I'll try better next time.^^
