Okay, I don't remember if I ever did this kind of list but it's been long over due, so time for worst female anime characters, yes there is a male characters list it's just ten times longer and harder to shorten into a top ten.
Updated: Tomo Takino from Azumanga Daioh is now forgiven in favour of a much worst character.
25. Kirino Kosaka from Oreimo
Do I really need to give a reason? But for those who didn't see it lets just say she's pretty much patient zero of the little sister craze and gives otaku a bad name.
24. Nina Einstein from Code Geass
She makes me really uncomfortable, she's a racist with unstable emotions, capable of building nuclear weapons and her unhealthy obsession led to her pleasuring herself with a table.
23. Honoka Kousaka from Love Live
She is no different to about 50 other female protagonists and yet I fail to grasp her popularity.
22. Kohana Aigasaki from Magic Kyun Renaissance
Kohana is proof that not even female harem protagonists work, her problem is she's just a wilting flower ready to faint, I even call her anti feminist just for how weak a female she is.
21. Flay Allster from Gundam Seed
Turned against her boyfriend using emotional manipulation to bed Kira Yamato, while alot of this can be pinned down to loss of her father there's only so much you can get away with.
20. Petralka Eldant III from Outbreak Company
What is it with bratty monarchs? No where near as bad as Louise but in her case her voice was ten times worse rather than her actual actions.
19. Sarah McDougal from Love Hina
The series was worse for her appearance as she contributed nothing to the plot other than a distraction.
18. Kodachi Kuno from Ranma 1/2
Speaking of contributing nothing, Kodachi was the weakest for personality among the cast of females who were after Ranma, an extra character no one really asked for especially when her brother was a better show stealer.
17. Sakura from Tsubasa Reservoir Chronicles
Oh Clamp what did you do? You turned one of the best female characters in Anime history into a boring princess who can't do anything, plot or not, she derserved better than this.
16. Miyabi Aizawa from Great Teacher Onizuka
This is the case of manga vs anime for this character, she leads the crusade against all teachers in her class, pushing away anyone who fails her all because one teacher wouldn't notice her, the anime version is a bit more complicated but either way her actions as a bully are unforgivable, particularly when all the teachers before Onizuka were just trying to do their job and didn't deserve to be driven out.
15. Mizuki Takase from Comic Party
Anyone who knows my works knows how much I hate Comic Party and it's because of this character.
14. Haruhi Suzumiya from Melancholy of Haruhi Suzumiya
Same reason as Tomo but way more annoying, I even wonder how the others put up with her.
13. Female Maze from Maze the Megaburst Space
She is basically gender swap Shinji Ikari. Even dresses like him.
12. Zazie Rainyday from Negima
She did absolutely nothing for 90% of the franchise and when she does do something it's not clear that it's even her, she speaks less lines than a monster of the week on Sailor Moon and finally, her role could've been done by a better character. What a waste.
11. Inaho Hitomebore from Master of Mosquiton
Annoying voice, annoyingly selfish, treats her beloved vampire like a slave and incapable of ever being liked by anyone, I'm glad she never gets a happy ending.
10. Reccoa Londe from Zeta Gundam
She joined the Titans by choice, who does that? Then she gassed and killed an entire colony. Then she dies blaming men for her bad choices. You are making worst Gundam characters look noble.
9. Yasuna Oribe from Kill Me Baby
She's that irritating friend who keeps annoying you to the point of snapping, the only reason she's not higher is because she gets what she deserves whenever her friend Sonya does snap.
8. Charlotte LinLin from One Piece
Big Mom is a terrible villain, in a series where the biggest villains can change the world in one battle, Big Mom is just a glorified psychopath with practically no respect for her ridiculous family and were supposed to judge her on the same level as Whitebeard.
7. Isanami from Brave 10
Probably the most pathetic female character to ever come out of a shounen anime in my entire reviewing career. She's pandering, she's a coward, she's useless, she can't do anything without Saizo and when she does do something, she goes all wilting flower and woobie on us. Just terrible.
6. Louise from Familiar of Zero
Worst tsundere ever, it's bad enough she smacks around Saito for the littlest hiccup but justifies it by using her nobility status saying that Saito is less than human to her, the only reason she's not higher is because Saito is dumb enough to still fall for her.
5. Kaede Sakura from Kampfer
She drove the entire plot of Kampfer by turning Natsuru into a girl, yet thinks boy Natsuru loves girl Natsuru. Lets not forget her horrible taste in stuffed animals and the fact that her villain reveal just destroys any dignity the show had.
4. Ringo Oginome from Mawaru Penguindrum
Falls in love with her older sister's former lover who is also her teacher in an insane plot that thinks that by doing this her family will come back together going as far as drugging and attempting to rape him and all she can say is crap about Destiny!
3. Malty Melromarc from Rising of the Shield Hero
My inspiration for this list, in the first episode she robs the main character of everything and gets him falsely accused of rape and still spends more of the series continuously tormenting him and yet this is considered a point of controversy in the anime community because of the whole funimation case. Saying that her comeuppance is so satisfying, spoilers she gets stripped of her name and title for her crimes and gets renamed Bitch.
2. Akito Sohma from Fruits Basket
Yes she counts despite the first anime ending before the reveal of this fact. I get that Mental Health is a complex emotion that can hurt people unintentionally but Akito's is so extreme that the line between unintentional and outright bitch gets crossed, the other characters did nothing to warrant her aggression, it made that part of the manga really hard to read, worst thing about it is some fans actually like her. Why?
The anime doesn't do her any favours as there is no talk of her backstory so she just comes off as a villain without a cause, which is even worst.
1. Ume Shiraume from Ben-To
But this is by far the worst female character ever. She beats up main character Sato for no reason not even for comedy, she abducts other women to be her dress up doll and play thing and the anime gives her a full episode that is 50 Shades uncomfortable where she seduces comedy relief Hana Oshiroi against her will in the most cringy yuri scene in anime history. I had a hard time returning to ecchi anime after this. Worst thing about it, she gets away with it; everyone else at least gets punished.

10. Naomi Armitage from Armitage III and Motoko Kusanagi from Ghost in the Shell
Not really much to choose between them, both are considered the most human like androids in their respective cyberpunk shows
9. Nuku Nuku from All Purpose Cultural Catgirl Nuku Nuku
This is how you make a catgirl, take an Android body and mix it with the brain of a cat and somehow this works.
8. Any Service Doll or Toy from Angelic Layer, Busou Shinki, Chobits and Hand Maid May
Grouping these together for convenience but any small sized robot used for service or as toys does count, including Chii from Chobits who is built by the same inventor of both the persecoms and the Angels.
7. Alita from Battle Angel Alita
Probably the most badass android on this list, a capable combat robot in pint sized form.
6. Marionettes from Saber Marionette J
In a world without women, men built their replacements in robot form but some had a special circuit that gave them emotions, the genki Lime, the cute geek Cherry and the full bodied powerhouse Bloodberry are certainly lost favourites of Oldtaku.
5. Nano from Nichijou
A school girl created by a child scientist that operates on a clockwork key, watching her interactions with the world are a joy as well as various parts of her body being used for storage.
4. Mahoro Andou from Mahoromatic
A combat android who served in a bloody war for many years, becomes a maid for the son of a military official who lost his life. With a time limit counting down, Mahoro lives out the life of a maid.
3. Ruru Amour from Hugtto Precure
Starts as a replacement daughter for Dr Traum, acts as an evil henchwoman, becomes a Precure after meeting Emiru and becoming her musical partner. The only non organic Precure in the franchise. She's also my favourite Precure
2. Chachamaru Karakuri from Negima
The android doll assistant of Evangeline and one of my favourite Negima characters, easily the most capable among the other robot girls
1. Dorothy R Wainwright from Big O
The top four were fighting for this spot but it goes to Dorothy. A robot girl with such a deadpan sense of humour that it plays well with Roger Smith's Batman playboy type and gave Big O a unique identity.
And now the final part, after this something completely different
Fuka Narutaki
Being there to make up numbers is not easy and Fuka as well as Fumika really lose out badly in the character department. However their epilogue story proves to be the biggest surprise of the series.

Makie Sasaki
I can't decide whether I like this character or not, on the one hand her genki personality is very charming, on the other hand it can also lead to some of the most random scenes possible.

Setsuna Sakurazaki
Our devoted body guard is by far the best character in the whole series and really should be the lead main character. Her relationship with Konoka is one of the show's shining moments. She also has some of the best action scenes in the whole series.

Madoka Kugimiya
There to make up numbers and may have had something for Kotaro but it went no where and neither did this character.

Satsuki Yotsuba
Satsuki is the type of character who fully makes use of her scenes when given to her. She's able to talk down the entire cast including Evangeline and gain their respect which earns my respect as well. A top candidate for Negi's bride.

Chizuru Naba
Another person who can talk down the entire cast, this is someone who commands authority with a green onion and will happily use it when pushed. Sadly underused but like Satsuki does make use of her time on screen.

Ku Fei
She's a two dimensional character but that's all she needs to be. Chinese Kaolla Su only needs to act as the martial arts genius and nothing more. Anything else she's done is not even worth mentioning and I can't understand her dub voice at all. However she's a strong candidate for Negi's bride.

Satomi Hakase
I was hoping she would be more than two dimensional but sadly she's not, a boring eccentric scientist is all she'll ever be; she also borderlines Mary Sue territory especially around Chao Lingshen.

Yuna Akashi
Probably the only member of the sports girls who isn't boring, her love of military really saves her from being two dimensional and makes her fun to watch, especially when she breaks out the model tanks.

Chachamaru Karakuri
I normally dislike robot characters but Chachamaru is adorable. She goes through the process of developing emotions against her programming which may have been done before but when done well it can really make a character good; she's also kissed Negi the longest out of anyone.

Evangeline A.K. McDowell
Last but not least we have the vampire Evangeline. She's another one who should be the main lead character but is not used beyond being Negi's magic teacher. Her introduction story is consistent in all versions of Negima making it the only plot point to remain unchanged. She's a great anti-villain and her childish reactions are gold.

Ayaka Yukihiro
Everything Class Rep does on screen is pure gold and is one of the few characters to actually have a proper backstory, sadly underused in the official canon which is a shame.

Sakurako Shiina
Another member of the cheerleading squad with her only character trait being good luck, which isn't enough to sell the character.

Ako Izumi
The reluctant medic is another one of those wasted characters; her giant scar has no explanation and she just becomes a chew toy later on in the story. With that in mind, her season 2 downgrade was welcomed.

Nodoka Miyazaki
I should hate characters like Nodoka with a passion but despite the obvious Hinata Hyuuga comparisons I can't bring myself to hate a character who manages some amazing acts of bravery despite her obvious shortcomings.

Chao Lingshen
I can't stand Mary Sue characters and Lingshen fits the role like a glass slipper. Perfect at everything, is somehow Negi's descendant and can manipulate things with time magic, everyone's favorite reset button. Non canon versions don't improve the character much despite removing the above backstory.

I had to look up this character to remind myself that she exists. Her entire role in the story is redundant.

Asuna Kagurazaka
You'd think Akamatsu would've learned not to use another tsundere after Naru's legacy was met with such discontent, but here she is, Ass Pull Asuna as I call her. To be fair her second season character was more tolerable and less tsundere, everything else, official or not is just bad; there are lots of characters more deserving of the main character title.

Konoka Konoe
Konoka on the other hand is lots of fun and quite possibly the only character in a harem anime to come out as a lesbian. Like Haruna she's genre savvy and knows how to manipulate things to suit her and will quite happily enjoy the ride.

Yue Ayase
Yue is smart but lazy, always seen with interesting drinks, is a Deadpan Snarker and acts like a real teenage girl when faced with the love triangle in front of her as she grows feelings for Negi but not wanting to hurt her best friend. She's a great character to watch and more believable than the rest of the class.

Chisame Hasegawa
A reclusive computer hacker masquerading as an internet idol in her spare time. Chisame hates the idea of her reality suddenly becoming a magical realm, which is ironic considering her Net Idol indulges in that warped reality she tries to avoid. She's also our lampshading expert, pointing out things that the audience ask themselves, like why a robot is in class, pointing out that Mana clearly shouldn't be in school and the main thing that everyone asks "Why a ten year old boy from Wales is teaching a class of Japanese School Girls"

As this list proved too difficult to make into a proper top ten list I'll instead go through all the Students of Mahora Academy whether they are liked or hated. This will be in three parts based on the official seating plan from left seating area to right looking at the teacher. With that all sorted lets begin.
Sayo Aisaka
This is pretty much how I pictured Casper the Friendly Ghost, if he were a Japanese School Girl. She's a cute character with a wasted back story mainly because she died during World War II, which is open to several interpretations, but sadly after her introduction she quickly gets relegated from the cast.

Kazumi Asakura
Typical hungry journalist character, not afraid to work for the enemy if it means getting that story; beyond the odd scenes where she acts heroic she's really not that interesting.

Natsumi Murakami
This girl makes self hate seem perfectly acceptable as the more you watch her, the more you start believing she's right. Even when she achieves something no other student does, she still feels the need to pull a Shinji Ikari.

Kaede Nagase
The ninja girl who looks like Pokemon's Brock (daughter maybe?). For a secondary character she does her job really well and has proven time and time again to be the perfect mentor big sister type, and despite not being book smart she proves to be the most competent character when she learns of everyone's secret just by observation alone.

Akira Okochi
On the one hand she's a quiet character with surprising strengths and a good heart, on the other hand, she's just as boring as the other sports girls. It's hard to get a grip on this character and would probably have done well as a mute character but sadly more wasted potential.

Mana Tatsumiya
It's a bit strange seeing someone of her proportions and background in a Junior High School, but despite being in the wrong anime, Mana is by far my favorite action character, she makes throwing coins look awesome and her ambiguous motives along with her background make for the perfect action heroine. Sadly she loses much of her story in the newer adaptions.

Misa Kakizaki
It's said that she has a steady boyfriend but is never brought up. Her function is to point out that Negi is hot as an adult. Not much to say on her or the other cheerleaders.

Zazie Rainyday
Quite the oddball of the class, she either functions as a pun machine or someone who does bugger all. Even her function in the Magic World isn't really well explained. It was implied in opening images that she'd have a big role but it fails to materialize. In fact she had so little to do that her actress botched her lines during a live stage show.

Haruna Saotome
Haruna is an absolute scream, I've never met such a funny character in all my life. She's the only one who really properly embraces the magic elements of the show and speaks in the same language as the audience. If some characters are meant to represent the audience surrogate like Chisame, then Haruna represents what the audience would actually do in the same situation. She tells it straight and enjoys it.
