So, this wallpaper is for SakuraDust's challenge "My eyes can't take it anymore!".

The criteria of the challenge was to use really bright colors. I'd been wanting to make a Celty wallpaper for awhile, but didn't know what I wanted to do...but somehow it all came together after reading about this challenge.

The Celty image came from this website. The brushes were made by Stephanie Shimerdla. Everything else was done on Photoshop.
